This study employs NVivo 14 a computer-assisted qualitative data analysis software for examine corruption risks from the perspectives of elite networks, resource control, public accountability and educational governance in Indonesia. The use of NVivo 14 facilitates the systematic coding, analysis and visualization of qualitative data, enabling the identification of relationships among key actors, policy processes and governance mechanisms. The results show that corruption risk is caused by the problems in procurement planning and decision-making processes as well as transparency, supervision, and accountability. In addition, the concentration of control over the procurement resources of strategic importance, combined with the power of elite circles, provides the opportunity for policy capture and biased decision-making. This research shows the importance of using the content analysis method in studying the problems of governance and identifying factors behind the risks of corruption in governance. It also underscores the need to strengthen public accountability, reinforce institutional oversight and improve digital procurement governance to mitigate corruption risks and enhance the integrity of public sector governance.
