Abstract

Contemporary political repression does not always operate through the overt prohibition of criticism. Criticism may continue to circulate, while critics are required to defend themselves before the substance of their claims receives a response. This article conceptualizes this process as moral gatekeeping, whereby the assessment of criticism begins to shift into an assessment of the critic’s standing as a political participant whose claims merit a response. Using an interpretive documentary design, the study analyzes 33 documents and source records across three controversies in Indonesia in 2026: criticism of the Makan Bergizi Gratis (MBG) program, police reports following statements by Saiful Mujani, and foreign-agent labeling directed at journalists and civil-society actors. The findings show that substantive answerability and moral gatekeeping can coexist within the same controversy. In the MBG case, some responses addressed the substance of the criticism, while others made critics’ credibility conditional or called their loyalty into question. The Saiful Mujani controversy demonstrates loyalty contestation accompanied by legal and reputational burdens, whereas foreign-agent labeling demonstrates civic exclusion by portraying domestic critics as serving external interests. Overall, the findings show that moral gatekeeping occurs when the assessment of criticism shifts toward the critic’s civic standing, requiring critics to defend themselves before their claims receive a response. Criticism becomes disloyalty specifically when disagreement is recast as a question of allegiance. The article offers a middle-range framework that distinguishes changes in critics’ civic standing from demonstrated consequences, while developing solidaristic criticism as a normative implication.
